In carrying out of the Heilongjiang Provincial Government's preferential policies to encourage foreign businesses and investment, the following preferential policies are established:

     For any conditional funding with interest attracted domestically or international, on bases of the interest rate is lower than the national interest rate on loans, part of the differential margin will be awarded to the person who introduced the investment funding.

     Foreign and domestic interest-bearing capitals will be drawn in, the interest rate of which is equal to or higher than that of the loans issued by the country. It is agreed that once the company agrees the use of the capital, and the capitals bring the company with noticeable economic benefits, the person who draws in the capital will be rewarded with 5% of the profit by the beneficiary enterprise.
The person who draws in gratuitous or donated capitals out of his duty will be rewarded with 5% of the drawn-in capital by the beneficiary enterprise.

     The person who introduces in hi-tech and high value-added projects will be rewarded with 5% of the profit after taxation in one lump sum by the beneficiary enterprise.

     The person who introduces in patent technologies and findings of scientific research into the share will be rewarded with 5% of the yearly profit after taxation by the enterprise in one lump sum. Once the deficit of the enterprise reduces, the introducer will be paid with 5% of the yearly deficit decreased in one lump sum by the beneficiary enterprise.

     As for the person who introduces in foreign capitals into the land reclamation enterprises, after the confirmation of certified public accountants and supervising departments, he will be rewarded with l‰to 3‰Of the effective investment by the enterprise. All foreign currencies will be converted into RMB Yuan with current foreign exchange rate. The standards are as follows: when the amount of effective investment is below or equals to 15 million RMB Yuan, the introducer will be rewarded with 3‰Of the total amount; when the amount is beyond 15 million RMB Yuan and below or equals to 40 million RMB Yuan, the introducer will be rewarded with 2‰Of the whole amount; when the amount is over 40 million RMB Yuan, the standard will be stipulated separately. The actual paying procedure is as follows: after the formalities and approval of the supervising departments, the introducer will be paid 50% of his bonus in advance by the enterprise, and after the projects are put into operation, the enterprise will then pay the introducer the other half of the bonus. All of the projects should not be divided to bid for bonus.

     As for the preferential policies, which are not listed out in the business promoting activities, can be regulated by the enterprise on its real condition, following related national laws and regulations and provincial stipulations. The rewarding ratio in private and shareholding enterprises can be made by those enterprises themselves.

     Special fund will be established by the Administration to reward advanced enterprises and persons in business promotion.
