It is located in the southeast of Heilongjiang province, the north is Wandashan Mountain, the east and the southeast is Russia over Wusulijiang River and Xingkai Lake. Its total land area is 830,000 hectares,including 320,000 hectares of cultivated area,150,000 hectares of forest land,48,000 hectares of grassland,75,000 hectares of water area, and 68,000 hectares of reclaimable wasteland. In 2003, it was granted state-level ecological demonstration area by the State Environmental Protection Administration. It is granted Green Economic Technological Industry Development Zone by Heilongjiang provincial government.

      It has jurisdiction over 13 state-owned large and medium-sized modern farms, 169 units of agriculture, forestry, animal husbandry and fishery, 268 enterprises of industry, commerce, transport, construction and service.
